She says it's "completely implausible" for tariffs to replace income tax because they're way too small. It's like trying to power up enough to beat Beerus by just eating a few bowls of rice. Clausing also warned that super high tariffs would be bad news for the economy. It's like using a Spirit Bomb without gathering enough energy. The recoil will get you. So there you have it. Replacing income tax with tariffs seems like a far fetched idea even for someone who's flown to Namek and back. It's a nice thought but sometimes you have to face reality. Like when Vegeta finally admitted I was stronger. It's better to focus on training and getting stronger than relying on something that just won't cut it.
